Of course he will pardon everyone in his administration. However, such pardons will have no effect in international law. So, President Bush, et al. will have to take care not to leave U.S. soil after Jan 20, 2009.

I think there are quiet a few champs out there. Getting a blow job in the oval office and lying about it is not an international war crime. Kidnapping people, sending them to secret prisons, and torturing them is.
Pointing a "you too" finger at President Clinton is all conservatives have left. It is insufficient. It is the dry death rattle and shaky pointing finger of the conservative movement.
God willing that awful ideology will stay dead for a very long time.

Why no indictments after Scooter Libby? Why did the President not pardon Scooter.
A pardon is a bad idea where the President wishes to conceal crimes. The President knows that after January 20th he will no longer be able to claim executive privilege. That will be the right and duty of the new President. The only remaining tricks up the President's sleeve are to lie, destroy evidence, and use the 5th amendment.
The lies and destruction of evidence (Scooter's conviction and the destruction of millions of e-mails) are already in play. Whomever the President pardons will instantly lose any 5th amendment shield. After all, it is impossible to protect against prosecution by withholding self-incriminating testimony if there is no chance of prosecution due to a pardon.
So, I have to reverse my prior posting in part. I do not believe President Bush will pardon anybody who knows anything. He will only pardon those who have no direct knowledge of the inside dealings of the White House and the RNC. Thus, I expect to see some pardons of military types accused of war crimes, perhaps some low-level pardons associated with the Guantanamo/secret-prison war crimes. Perhaps President Bush will also give a blanket pardon to the Blackwater massacre suspects. Other than that, I expect no pardons of Washington insiders, which will leave them, like Scooter, free to use the 5th when called to testify.
